This keyword is always followed by a number indicating changes to an entity's influence. Such an entity has -X influence while it is at the Star Chamber, and +X influence while the galaxy is at war. (For example, an entity with Rebel 1 has -1 influence while it is at the Star Chamber, and +1 influence while the galaxy is at war.)
