There are two ways in which a card you played during your planning phase will not enter play during the deployment phase.
Sometimes, the target of a card you played in the planning phase will be removed or altered by a card played by an opponent who gets to act earlier in the deployment phase. In these cases, your card may be blocked. It has no effect, and returns to your hand.
For example: In your planning phase, you chose to deploy a modification to one of your ships. However, your sole opponent, who has the Edge, played a card in his planning phase that destroyed that ship. When your modification tries to enter play, the ship it was targeting is not there anymore, so the modification returns to your hand. You can try to use it again on a later turn.
In addition, some cards have the ability to negate other cards that are trying to enter play. When a card is negated, it has no effect and is placed in its owner's discard pile.
