These three words are used on many cards to limit the things they can affect and target.

  • Local refers to entities at the same system, or to entities in hyperspace that are in the same travel group. (Two citizens and three ships at the same minor planet are all local to each other.)
  • Friendly refers to entities and planets under one player's control. (Two citizens controlled by the same player are friendly to each other. A planet controlled by you is a friendly planet.)
  • Enemy refers to entities and planets under the control of different players. (Two citizens, one controlled by you and one controlled by another player, are enemies of one another. A planet controlled by an opponent is an enemy planet.) Neutral entities are enemies of all player-controlled entities.
