Fleets on the map represent the personae and ships belonging to a player. If a player has any number of entities at a system, a fleet icon appears next to it on the map. (Even one persona at a planet is a fleet, though there's no ship to keep him company.)
The fleet icon looks like a small picture of a ship or persona, with a colored box around it indicating its owner. This is the ship or persona with the highest tech cost (though a persona appears only when there are no ships in the fleet).
Next to the fleet icon is a series of bright and dark dots. Each bright dot indicates a ship, while each dark dot indicates a persona.
The placement of the fleet icon around a system also indicates ownership. Player 1's fleets always appear at the upper-left corner of a system, Player 2's fleets are always in the upper-right, Player 3 is in the lower-left, and Player 4 is in the lower-right.
