In this phase, each player draws one card from his deck. At the end of turn 12, an Escalation marker is placed on the galaxy, which from then on causes each player to draw two cards instead.
Each player has a hand limit of six cards. You cannot draw a card for any reason if you have reached this limit. (Although some effects in the game will place a card directly in your hand without you actually having to "draw" it.) There is no penalty if you run out of cards in your deck; you continue to play the game with the cards remaining in your hand and in play.
If you ditched a card to the Black Hole during your planning phase, you draw another card at this time. This is of course subject to your hand limit, and is done after you have drawn your other card (or two cards, if Escalation is on the galaxy). Each time you do draw a card this way, you get -1 destiny.
