In this phase, build orders are carried out and cards that were played in the planning phase enter play.
First, all industrial planets that were given build orders carry out those orders: each entity an industrial planet was instructed to build enters play there.
Ships enter play "powering up," meaning they cannot fire weapons (including, in the case of bombers, bombarding a planet) until the end of the turn. They also enter play without "alert crew status" (a state referred to on some cards, and explained under Combat Phase).
Then, beginning with the player who has the Edge (and, in a multi-player game, continuing through the other players in increasing order of Tie-breakers), all cards each player chose to play during the planning phase enter play, in the order he played them. Ship cards enter play "powering up," just like the ships built by industrial planets.
Any activated abilities a player has used are also activated at this time.
A player�s cards and activated abilities take effect in the order he played and activated them during his planning phase.
